WASHINGTON – As Chairman of the Senate Foreign Relations Subcommittee on Multilateral Institutions, which has jurisdiction over World Health Organization (WHO), U.S. Senator Todd Young (R-Ind.) sent a letter to WHO Director General Dr. Tedros Adhanom Ghebreyesus expressing deep skepticism about the WHO’s role in the global response to coronavirus and concern that China’s influence in the organization has had overwhelming and dangerous consequences. In light of these concerns, Senator Young is calling on the Director General to appear before his subcommittee for a hearing on the WHO’s response to coronavirus. The letter follows President Trump’s comments that he will be examining U.S. assistance to the WHO.

“I appreciate the immense pressure the Chinese government places on leaders of international organizations. However, accuracy and effort will go a long way in our fight against COVID-19, and this is most necessary at the WHO. As the largest single contributor to the World Health Organization’s budget, American taxpayers deserve to know the truth about the WHO’s response to COVID-19, so that the world may learn from its mistakes,” Senator Young wrote.

“Therefore, as the Chairman of the Senate Foreign Relations Subcommittee on Multilateral Institutions, I will be convening a Subcommittee hearing once it is safe to meet to investigate the WHO’s response to novel coronavirus, examine questions about how American taxpayers will be funding this organization in the future, and will be inviting you to attend as a witness before the panel. A formal hearing notice and invitation will be forthcoming at a later date,” Senator Young added.

Dear Director General Tedros:

I write as Chairman of the Committee on Foreign Relations’ Subcommittee On Multilateral Institutions. In that capacity, I am responsible for oversight over America’s participation in international organizations. My Subcommittee’s oversight role is particularly relevant given President Trump’s comments on April 7, 2020 that he will be examining the suspension of United States’ assistance to the World Health Organization (WHO).

I acknowledge the profound challenge this global health crisis poses for your organization and its member states, and deeply appreciate the assistance the WHO technicians have provided to public health systems around the world in response to novel coronavirus. However, I am deeply concerned about the WHO’s response to the COVID-19 pandemic.

As you are well aware, among the WHO’s critical functions is “providing reliable information on risks and responses; ensuring that information is available to health actors; recognizing that the timely dissemination of accurate information about an event to the public is critical to managing outbreaks and emergencies.” Unfortunately, the WHO failed to carry out this critical function. I am now left with deep skepticism about the WHO’s role in the global response to COVID-19, and fear that China’s influence in the organization has had overwhelming and dangerous consequences.

From the earliest stages, the leadership of the Chinese government sought to hide the truth of the disease from international observers and its own people. In response to this obfuscation, your organization chose to not condemn and push for greater access, but rather to congratulate China, stating, “Preliminary identification of a novel virus in a short period of time is a notable achievement and demonstrates China’s increased capacity to manage new outbreaks.” This statement was not accompanied by any recommendations regarding restrictions to travel.

On January 14, 2020, the WHO’s official Twitter account posted the following: “Preliminary investigations conducted by the Chinese authorities have found no clear evidence of human-to-human transmission of the novel coronavirus (2019-nCov) identified in Wuhan, China.” The population data of confirmed cases available at the time, and the experience of cities like New York and Milan show this to be a blatant falsehood by the Chinese government. Tragically, it was credulously accepted and amplified by the WHO.

Hindsight is not a factor in this situation either. It is now abundantly clear that other states than China were active and forthcoming about the real dangers of this novel coronavirus. Taiwan made repeated efforts to inform the WHO about the highly transmittable nature of COVID-19, and was repeatedly rebuffed; in spite of its geographical proximity and significant transportation links to China and its early, proactive response to the virus, Taiwan was not permitted to participate in the now fateful January 22 meeting of the WHO in which the decision to declare a global health emergency was delayed. As you know, in the early stages of any disaster, hours and days are of the utmost importance and no place for politics. Nonetheless, a public health emergency of international concern (PHEIC) was not declared for another eight days, on January 30.

Finally, the severe deficiencies in the World Health Organization’s efforts to discover real, verifiable data about the number and nature of the China’s COVID-19 cases continues to affect the global fight against this disease. Local, regional, and national public health systems around the world are working against the clock to better understand COVID-19. Their efforts would be greatly helped if access to data from the diseases early stages would be accurate acquired and disseminated. The Chinese government’s systematic failure, a failure verified by our intelligence community, to accurately report the number of cases is damaging our epidemiological knowledge of COVID-19.

Rather than publicly and forcefully combat this obstruction, the WHO has assisted. Unfortunately, this pattern rises even to the leadership of the organization. Even as little information was exiting China, and much of what did get out was contrary to the government’s claims, you praised the Chinese government for its transparency in its response. Additionally, after Chinese authorities implausibly claimed on March 19 that no new cases of COVID-19 had been detected, you publicly praised China for this “amazing achievement.” These comments have been repeated tirelessly by Chinese individuals responsible for disinformation.

I appreciate the immense pressure the Chinese government places on leaders of international organizations. However, accuracy and effort will go a long way in our fight against COVID-19, and this is most necessary at the WHO. As the largest single contributor to the World Health Organization’s budget, American taxpayers deserve to know the truth about the WHO’s response to COVID-19, so that the world may learn from its mistakes.

Therefore, as the Chairman of the Senate Foreign Relations Subcommittee on Multilateral Institutions, I will be convening a Subcommittee hearing once it is safe to meet to investigate the WHO’s response to novel coronavirus, examine questions about how American taxpayers will be funding this organization in the future, and will be inviting you to attend as a witness before the panel. Dear Dr. Tedros:

This letter is in furtherance of the Committee on Oversight and Reform’s (the Committee) ongoing investigation into the Chinese government’s role in exacerbating the COVID-19 pandemic, including its large-scale propaganda campaign.1 The World Health Organization (WHO) is at the center of the global response to the ongoing COVID-19 pandemic.2 Despite the WHO’s purported mission to operate as an apolitical international institution within the United Nations, recent media reports suggest that the WHO helped Beijing disseminate propaganda, downplayed the extent of the disease, and possibly delayed ordering a public health emergency.3 Given the actions and statements of WHO officials during the past few months, we are concerned that the WHO is no longer serving the needs of the world and is instead taking its cues from China.
Throughout the crisis, the WHO has shied away from placing any blame on the Chinese government, which is in essence the Communist Party of China. You, as leader of the WHO, even went so far as to praise the Chinese government’s “transparency” during the crisis, when, in fact, the regime has consistently lied to the world by underreporting their actual infection and death statistics.4 During the crisis, the WHO has repeatedly relied on false information from the Chinese government. Following are several examples:

1. Denied human-to-human spread of COVID-19 based solely on Chinese propaganda: On January 14, 2020, the WHO tweeted that “[p]reliminary investigations conducted by Chinese authorities have found no clear evidence of human-to-human transmission of the novel coronavirus.”5 These preliminary investigations included China jailing any doctor that disseminated any information about COVID-19 not first cleared through state-run media.6 Furthermore, the WHO ignored Taiwanese warnings of human-to-human transmission in December 2019, because Taiwan is not currently recognized by the WHO as an independent nation.7 United States intelligence sources have since discovered that China covered-up and lied about the extent of the outbreak.8 On January 23, 2020, the WHO finally recognized that human-to-human spread was occurring, a month later than the first warnings.9
2. Prolonged naming COVID-19 a Public Health Emergency of International Concern (PHEIC) and pandemic because China had the spread under control: By the time the WHO declared COVID-19 a PHEIC on January 30, 2020, the disease had infected almost 10,000 and killed almost 1,000 people in 19 different countries.10 It is reported that the delay in PHEIC declaration was a result of intense pressure from China.11 While making the declaration, you said that “China is to be congratulated for the extraordinary measures it has taken to contain the outbreak.”12 Since then, there have been over one million new cases and 80,000 deaths worldwide.13
3. Delayed serious measures, like travel restrictions, to counter the global spread: Despite declaring COVID-19 a PHEIC and extensive evidence of transmission through travel, the WHO insisted other countries not restrict travel or trade to China.14 On January

31, 2020, President Trump came under intense criticism when he barred travel from China. A certain politician called the order “xenophobi[c].”15 In comparison to the WHO’s inaction, the President’s actions saved lives. Between December 31 – when cases were first reported – and January 31, over 430,000 people were on direct flights from China to the U.S.16 The WHO has not issued updated travel restrictions since February 29 and has still not recommended restricting international travel.17
4. Continued praise of the Chinese efforts to combat the crisis, despite the cover-up: The WHO has routinely praised China’s efforts to combat the spread of COVID-19 despite multiple reports that China engaged in a massive disinformation campaign.18 According to a recent report from the U.S intelligence community, China severely underreported both its total number of cases of, and deaths caused by, COVID-19.19 The report details efforts by the Chinese government to continually alter their reporting methodology which, at different points, left out individuals who tested positive but were asymptomatic—despite their ability to remain contagious.20 China also gagged doctors and journalists that attempted to speak the truth about the severity of COVID-19.21 You even said China should be “praised” for these manipulative tactics; tactics frowned upon worldwide.22
In 2017, the WHO received 17% of its total funding, or $513 million, from the United States.23 It is essential that American taxpayers’ money is allocated to organizations that uniformly serve the interests of nations across the globe, not merely the interests of China’s authoritarian, communist regime. To help us and the public understand the WHO’s efforts to combat the ongoing COVID-19 pandemic and its relationship with the Chinese government, please provide the following documents and information:
1. All documents and communications regarding public health, including but not limited to COVID-19, novel coronavirus, or coronavirus, between the WHO and the Chinese Communist Party or the government of China between August 2019 and present.
2. All documents and communications regarding the total number of infected persons and deceased persons related to the current COVID-19 pandemic in China, including those infected but asymptomatic.
